1、Project Background
In order to further serve the national"the Belt and Road"initiative,promote China's vocational education standards to go global,and help Chinese enterprises to cultivate overseas localized talents,we are now open to the national higher vocational colleges to solicit cooperation institutions for the"Changzhou Liyuan(Indonesia)International Order Class"project.The project is led by Changzhou Lithium Source New Energy Technology Group Co.,Ltd.(hereinafter referred to as"Changzhou Lithium Source"),implemented by its Indonesian subsidiary,and coordinated and organized by Wuhan Central Foreign Economic and Technological Cooperation Group Co.,Ltd.
（1）Enterprise demand
Changzhou Lithium Source is a leading global supplier of green new energy core materials,specializing in lithium iron phosphate cathode materials.Starting from 2023,the company will invest in the construction of a lithium iron phosphate cathode material production base in Semarang City,Central Java Province,Indonesia.Based on the business objectives,technological adaptability,and localization strategy of Changzhou Lithium Source,the Indonesian subsidiary of Changzhou Lithium Source covers multiple dimensions of training needs for local employees in Indonesia,including skill enhancement,cultural integration,and management capacity building.With"technology empowerment+cultural integration"as the core,we aim to build a sustainable talent cultivation ecosystem through school enterprise cooperation,digital tools,and other means.Its goal is not only to enhance employee skills,but also to lay a human resource foundation for the company to establish long-term competitiveness in the Indonesian market.The core requirements are as follows:
1.Talent demand of enterprises
With the rapid release of production capacity,Changzhou Lithium Source's Indonesian subsidiary urgently needs a large number of localized technical skilled personnel who are familiar with the production process of lithium battery materials,have equipment operation and maintenance capabilities,and understand Chinese technical standards.Its employment demand in Indonesia mainly focuses on lithium battery material production line operators and process technicians,automation equipment operation and maintenance engineers,quality testing and laboratory analysis personnel,EHS(environmental,health,safety)specialists,and bilingual production team leaders with basic Chinese language skills.
2.Training infrastructure guarantee
To support the cultivation of localized talents,Changzhou Lithium Source Indonesia subsidiary can provide actual production equipment,production lines,and real projects for internship and training in the Indonesian factory,equipped with 5G private network and remote teaching system,training models or semi physical simulation platforms for key equipment in lithium battery material production,and bilingual(Chinese Indonesian)teaching resource terminals for teaching use.
Colleges participating in the"Changzhou Lithium Source(Indonesia)International Order Class"can cooperate with Changzhou Lithium Source's Indonesian subsidiary to establish"Chinese+Skills Training Base/Center"or"Overseas Industry Education Integration Training Base/Center".
（2）Project positioning and value creation
The core of this project is"technical standard output+local talent cultivation+cultural two-way integration".Through the collaborative development of courses by schools and enterprises,the establishment of a certification system,and the implementation of"Chinese+skills"order training,it not only meets the employment needs of Changzhou Lithium Source's Indonesian subsidiary,but also promotes the"going global"of Chinese vocational education standards,forming a cooperation paradigm of"education first,industry follow-up",and providing replicable industry education integration experience for other Chinese funded enterprises to go global.

2、Project Content
（1）Project Overview
This project is jointly implemented by Changzhou Lithium Source's Indonesian subsidiary and domestic vocational and technical colleges.It integrates the talent cultivation advantages of excellent domestic universities in related professional fields and Changzhou Lithium Source's globally leading technical resources.Through three core tasks of standard co construction,curriculum development,and technical skills training,it customizes job adaptation courses for Indonesian employees and synchronously constructs a professional qualification certification standard system in related fields.Promote the large-scale cultivation of local industrial talents,and assist in the strategic layout of Changzhou Lithium Source's Indonesian production base and the diversified development of the Indonesian economy.
（2）Project objectives
1.Targeted talent cultivation
To provide localized production related technical workers and grassroots management personnel for the targeted transportation and adaptation of job requirements for Changzhou Lithium Source Indonesia subsidiary,and to solve the problem of localization and skill adaptation for overseas labor use of the enterprise.
2.Output of vocational education standards
Jointly develop vocational qualification and skill certification standards for the field of new energy materials in Indonesia,export China's vocational education curriculum system and teaching resources,and enhance China's international discourse power in vocational education.
3.Demonstration of Industry Education Integration
Build a closed-loop platform of"education chain-industry chain-innovation chain"between China and Indonesia,form a replicable mode of vocational education service for Chinese enterprises,and help the high-quality development of the"the Belt and Road".
（3）Core Content
1.Co construction of standards and teaching resources
Develop a bilingual teaching system between China and Indonesia,focusing on the core products and production processes of Changzhou Lithium Source's Indonesian subsidiary(including professional(teaching)standards,course standards,online course resources,textbooks,etc.),covering core modules such as equipment operation and maintenance,intelligent manufacturing technology(industrial robots,IoT device management,production data monitoring),industry standard certification(Indonesian SNI certification,environmental regulations,connection between Chinese national standards and international standards),safety and quality management(safety production norms,lean production),etc.
Establish a dual certification system for vocational qualifications and skills between China and Indonesia,clarify the requirements for job knowledge,skills,and professional ethics,and issue mutually recognized vocational qualification certificates.
2.Teacher training
Changzhou Lithium Source has selected technical backbone and management personnel to serve as part-time enterprise mentors for Sino Indonesian cooperative universities.
Chinese Indonesian cooperative universities select teachers with industry experience or teaching experience in new energy materials,chemical technology,mechatronics,and other related fields to form a"dual teacher"teaching team,participate in the"Vocational College Teacher Enterprise Practice"activity,and go to Changzhou Lithium Source's domestic production base or Indonesian subsidiary for on-the-job practice,on-the-job practice,or visiting training.
Indonesian partner universities select qualified teachers to visit Chinese partner universities for study and training,enhance language and teaching abilities,and improve technical skills.
3.Short term training
Chinese partner universities will select"dual teacher"teachers with industry experience or teaching experience in new energy materials,chemical technology,mechatronics,and other related fields to participate in the development of the teaching system and conduct short-term training at Indonesian partner universities and Changzhou Lithium Source's Indonesian subsidiary.
Central Foreign Economic Cooperation is responsible for organizing short-term training for students from Indonesian partner universities and employees of Changzhou Lithium Source's Indonesian subsidiary.
Changzhou Lithium Source's Indonesian subsidiary has opened up training scenarios at its Indonesian base,dispatching technical experts from the factory to serve as training instructors and provide relevant process documents and job cases.Receive Indonesian students recommended by the Central Foreign Economic Commission for internship and practical training.
4.Joint training for academic students
Adopting a joint training model of"2-year theory+1-year practical training",domestic cooperative colleges and local vocational colleges in Indonesia collaborate in teaching.The 1-year practical training stage is completed at Changzhou Lithium Source Indonesia subsidiary,and a teaching team is jointly formed by the school and enterprise to carry out mentoring.Changzhou Lithium Source's Indonesian subsidiary selects,assesses,and hires graduates from order classes based on actual employment needs.
5.Cultural Integration and Brand Communication
Through activities such as"Chinese+Vocational Skills"teaching,China Technology and Culture Week,and cross-cultural communication training,we promote cultural exchanges between Chinese and Indonesian teachers,students,and employees,convey the green development concept of Changzhou Lithium Source,and enhance the company's overseas brand recognition.
3、Main division of labor
（1）Domestic partner universities
1.Lead or participate in the development of the"Job Professional Standards"(including knowledge requirements,skill requirements,and professional ethics)that are in line with the Indonesian national conditions and the needs of Changzhou Lithium Source's Indonesian subsidiary,output a Chinese blueprint,and guide the localization revision of the Indonesian side.
2.Develop a bilingual digital curriculum resource library for Indonesia,with annual updates and iterations.
3.Establish a"dual teacher team"to regularly conduct offline training in Indonesia and provide remote Q&A support simultaneously.
4.Collaborate with Indonesian higher education institutions and Changzhou Lithium Source's Indonesian subsidiary to establish an industrial college and implement"order class"training(2 years of theory+1 year of practical training).
5.Accept Indonesian international students to pursue relevant technical specialties and implement a"skills+education"training model.
6.Develop and implement preferential policies such as scholarships and tuition waivers for international students,providing study and living security for Indonesian students studying in China.
7.Open up domestic chemical industry education integration bases to provide practical training opportunities for Indonesian teachers and students.
（2）Changzhou Lithium Source Indonesia Subsidiary
1.Participate in the formulation of relevant'Professional Standards for Technical Personnel'.
2.Provide real cases of Indonesian subsidiaries to support course development and the construction of virtual simulation training systems.
3.Provide actual production equipment,production lines,and real projects for internship and training purposes.
4.Implement a targeted entrusted training mechanism to select,assess,and hire graduates from order classes based on actual employment needs.
5.Provide technical backbone and managers as training mentors,and collaborate with school teachers to implement offline practical courses.
6.Incorporate the project into the corporate social responsibility(CSR)system,provide short-term training needs for local Indonesian employees,and select outstanding Indonesian employees to go to China for training in academic and technical skills enhancement.
（3）Wuhan Central Foreign Economic and Technological Cooperation Group Co.,Ltd
1.Promote the joint construction of the"Changzhou Lithium Source(Indonesia)International Order Class"between domestic higher vocational colleges and high-quality higher vocational colleges in Indonesia.
2.Build and maintain a bilingual international education cloud platform for China and Indonesia,integrating online courses,virtual simulation training,and learning analysis systems to ensure real-time interactive teaching between Indonesian students and faculty from partner universities.
3.Responsible for organizing cross-border training,assisting in teacher dispatch and visa procedures for international students,ensuring compliance with regulations in both China and Indonesia.
4.Regularly evaluate and provide feedback on the implementation of cooperative projects,promptly identify problems and propose improvement suggestions,summarize project experience with participating universities,and provide useful reference and guidance for in-depth cooperation of projects.
4、Norms and obligations that all parties need to abide by
All parties involved in the project must comply with relevant laws in China and Indonesia and carry out their work in compliance.
Specification for use of identification:Without written permission from Changzhou Lithium Source,all parties involved in the project shall not use their company name,registered trademark,brand logo,or other related identification without authorization.
Intellectual property protection:All parties involved in the project should strictly abide by relevant laws and regulations on intellectual property,respect and protect the intellectual property rights and interests of all parties.
Confidentiality obligation:All parties involved in the project shall abide by the principle of confidentiality and shall not disclose project related materials,cases,and other confidential information to third parties without the written permission of the relevant parties.
The above-mentioned contents related to the use of identification,intellectual property protection,confidentiality obligations,etc.will be clearly stipulated in the formal agreement signed after the project.
